I’d love to have a law named after me, so here goes:
Dave’s Law
users should not have to become mini-librarians in order to use the library

But Dave! But Dave! What about “information literacy”!? Hmmmmmmm?
Isn’t Info Lit about evaluating the information you find, rather than just learning how to search a dozen different database interfaces using Boolean or learning what all the library terminology means?
Information literacy, I suggest, should be about awareness of information tools and their coverage etc, plus, as you say, evaluating information. It shouldn’t be about learning how to use tools, click by click. Yuck – I used to hate it when I was supposed to teach that sort of thing to students. Totally pointless in most cases anyway, as the interfaces would regularly change.
